Rearranging is broken

I have been trying to create a form and the individual fields do not let me rearrange. I drag and drop to where I want them and they do not stay there and bounce back. It requires me to save the form, exit, then reload it to move fields around. This is incredibly annoying and makes me want to abandon the platform.
