multi-step now requires form completion to continue in editor

Previously we were able to just click through our multi-step form in the editor to make changes to later steps/screens. All of a sudden we're being asked to complete all mandatory fields, while in the editor, just to continue to the next step. What's going on??? It used to work fine. Has one of your recent addons broken this logic? Please bring back the easy step editing. It's unmanageable otherwise.
